Clinch Independent Living Services (CILS) is a non-profit, community based non-residential resource and
advocacy center promoting the independent living philosophy and equal access for
individuals with disabilities. CILS serves Planning District 2 including
Buchanan, Dickenson, Russell, and Tazewell counties. CILS provides many
services, including the four CILS core services:

Celebrates Ten Years
October 1, 1998 - On that date the lives of thousands of individuals
with disabilities in Buchanan, Dickenson, Russell and Tazewell
counties began to change for the better. That is the date on which
Clinch Independent Living Services (“Clinch”) opened for business to
fulfill its mission of serving individuals with disabilities in
those four counties. Ten years later, Clinch served the needs
of approximately 6,787 consumers and their families and provided
44,500 hours of community service.
Clinch delivers assistance through peer
counseling, advocacy, independent living skills, information and
referral, and direct services. Thanks to Clinch, many area citizens now have suitable access to and from their homes and assistive
technology (wheelchairs, walkers, devices for the deaf and hard of
hearing, etc), and the ability to conduct their business in
previously largely inaccessible public places in a dignified
manner. If you or a friend or family member may be able to benefit
from Clinch’s services, do not hesitate to contact us at the

Virginia launches website describing community living choice project
for seniors and individuals with disabilities.
Virginia is one of 31 states participating in a five-year, $1.75
billion
Money Follows the Person (MFP) Demonstration
project designed to create a system of long-term services and
supports that assist individuals to transition from certain
long-term care institutions into the community.

Opportunity for Action: Submit Comments to NTIA and RUS on Stimulus
Funding for Rural Broadband Development |

The National Telecommunications
and Information Administration (NTIA)
and the Rural Utilities Service
(RUS) are seeking suggestions on
how to ensure broadband stimulus
funds bring economic development
to rural communities.
The deadline for submitting
comments on this report is less
than a week away,
April 13,
2009.
The American Recovery and
Reinvestment Act of 2009
allotted $7.2 billion in funds
to extend broadband service
nationally. The National
Telecommunications and
Information Administration (NTIA),
in coordination with the Federal
Communications Commission (FCC),
established the Broadband
Technology Opportunities Program
(BTOP) to oversee the
distribution of $4.7 billion of
the funds. The purposes of the
BTOP are to "accelerate
broadband deployment in unserved
and underserved areas and ensure
that strategic institutions that
are likely to create jobs or
provide significant public
benefits have broadband
connections."
In addition, the Rural
Utilities Service (RUS) was
given authority over $2.5
billion of the funds to make
grants and loans for the
deployment and construction of
broadband systems. The purpose
of RUS is to "improve access to
broadband in areas without
service or that lack sufficient
access to high-speed broadband
service to facilitate economic
development."
